in 2009 topo map, grid square 1103 does 3r indicate depth or height

in the 2008 topo map, for the six grid of anjind devi ka mandir shud i take 229150 or 229160

if the question says what does "falls 15 m" indicate does it mean the height of the waterfall is 15m or is it the depth

in 1997 geo paper, topo they have said calculate the distance of pamera from gulabganj
